David Putnam Barnard, of 700 Quinlan Dr., Pewaukee, WI, died on Friday, June 06, 2014 at AngelsGrace Hospice in Oconomowoc at the age of 92. He was born on April 30, 1922, in Bethlehem, PA, to Charles Otis and Edith Ellen (nee Walton) Barnard.

Barnard attended grade school in Agawam, MA; graduated from Southwest High in Kansas City, MO; attended Central Missouri State University in Warrensburg, MO; transferred to The Stout Institute, in Menomonie, WI, in 1940; left Stout in August 1942 to become U.S. Navy Bureau of Aeronautics Representative at the Nash-Kelvinator plant in Milwaukee; and returned to UW-Stout in January 1946. He received a B.S. degree in Industrial Education in June 1946 and a M.S. degree in Industrial Education in August 1947 from UW-Stout. In 1955 he earned a doctorate (Ed.D) from Indiana University with a major in Instructional Systems Technology.

On May 28, 1942, in Menomonie, he married Kathleen (Doris) Michaels, of Cochrane, WI. They celebrated their 72th wedding anniversary in 2014.

He started his 41-year career at Stout as an assistant instructor in graphic arts in 1946 and retired in July 1987 as Professor and Dean for Learning Resources. During his teaching years, Professor Barnard initiated, developed and taught many graphic arts, photography, and audio-visual courses. In addition, he produced and directed 10 instructional motion pictures that were sold all over the nation and in many other countries; co-authored and served as a consultant on several overhead transparency series; and wrote numerous articles for professional journals. He was a consultant to many schools, universities and publications.

As the first Dean for Learning Resources, he developed one of the first university integrated media services organizations in the nation. Dr. Barnard contributed greatly to the growth and development of the university. He was instrumental in obtaining a new library building and championed the application of new technology to improve service; developed a graduate program in media-technology; developed a wide range of audio-visual services; conceived and implemented the UW-Stout Teleproduction Center; nurtured the growth and development of instructional computing; served as advisor of the Tower (yearbook) for 21 years; and organized and hosted the UW-Stout Media Technology Conference for 22 years. He served on many committees including the Faculty Senate (chair), and the Stout University Foundation Board.

Dean Barnard served on many state and UW-System committees including the Governor’s Task Force on Education; state Educational Television Planning Committee; Task Force on Reducing the Scope of the UW-System; Governor’s Council on Library and Network Development; Governor’s Council on Public Television; UW-System Presidential Search Committee; and the Wisconsin Educational Communications Board.

As one of the founding members of the Wisconsin Educational Media Association in 1948, he served as president and later as executive secretary for 12 years. The association honored him with its “Administrator of the Year” award in 1984 and its “Award of Excellence” in 1987. In 1982, he received the L.C. Larson Indiana University Alumni Award for “outstanding leadership in instructional systems technology”. He was also active in the National Association for Educational Communications and Technology, serving on its board of directors and several committees. He was a member of two national honor societies: Phi Delta Kappa and Epsilon Pi Tau. He received the UW-Stout Distinguished Alumni Award in 2009. In 2002, Mr. and Mrs. Barnard received the “Outstanding Philanthropist Award” from the Chippewa Valley (WI) Fund Raising Professionals.

Dave and his two beagles were a familiar sight on the East side of Menomonie as he took his daily walks. He enjoyed reading and boating on the family pontoon. He and his wife traveled to over 40 countries, all of the states and most of the Canadian provinces. He was an ardent land/seascape photographer, winning many awards for his work.

Locally, Barnard was a member of the Menomonie Lions Club for over fifty years and served a term as its president. He was also a member of the Unitarian Society of Menomonie; Dunn County Historical Society; United Way (chair); Menomonie Public Library Foundation (chair); Stout University Foundation board; Disabled and Elderly Transportation Board (chair); Menomonie Toastmasters (chair); First Bank and Trust Advisory committee; Dunn County Humane Society; Friends of the Red Cedar Trail Board; Wisconsin Regional Art Association; Institute for Learning in Retirement; and Greater Menomonie Area Community Foundation (Treasurer).

He is survived by his wife Kathleen (Kay) of Pewaukee; one daughter Pastor Nancy (Craig) Carmichael-Stoner of Jefferson, WI; two sons Charles M. Barnard of Menomonie, WI and Kent A. Barnard of Wild Rose, WI; four grandchildren, Suzanne (Douglas) Carmichael-Adkins of San Antonio, TX, Lee (Nicole Grandstrand) Carmichael of Waukesha, Alexander and Katie Barnard both of Forest Park, OH; and two great grandchildren Oliver and Mercer Carmichael-Grandstrand both of Waukesha. He was preceded in death by his parents, his daughter Carolyn Ann (Barnard) Hemingway, and his brother Myrven Walton Barnard.

Memorial services will be held at 2:00 PM on Saturday June 14, 2014 at Kirkland Crossings 700 Quinlan Dr. Pewaukee, WI 53072, and sometime in August in Menomonie.
